U.S. President George W. Bush may offer North Korean leader Kim Jong Il an official end to the Korean War as an incentive to persuade communist country's leader to scrap his nuclear weapons program. Bush said in a meeting with Chinese President Hu Jintao the U.S. government ``can announce an official end to the Korean War,'' White House Press Secretary Tony Snow told reporters on Air Force One, traveling to Ho Chi Minh city from Hanoi yesterday, according to a transcript of his remarks. ``Certainly, President Hu seemed to think that that was a good way to proceed.'' |

On Day 1 of the next session of Congress, newly empowered Democrats are promising restrictive rules to "break the link between lobbyists and legislation." The city's veteran lobbyists know what to expect on Day 2: requests for political donations from the Capitol's new stewards. Ethics watchdog groups are hopeful as incoming House Speaker Nancy Pelosi, D-Calif., readies the Democrats'"Honest Leadership and Open Government" initiative for opening day in January. The plan includes a list of changes designed to clean up what the party calls "a culture of corruption" in Washington. |

President Bush today said as leader of his party he shoulders some of the blame for the large losses his party suffered yesterday, when Democrats easily recaptured the House last night and neared control of the Senate , after a bitter midterm election campaign dominated by war, scandal and questions about President Bush's leadership. |

Defense Secretary Donald Rumsfeld, architect of an unpopular war in Iraq, intends to resign after six stormy years at the Pentagon, Republican officials said Wednesday. Officials said Robert Gates, former head of the CIA, would replace Rumsfeld. The development occurred one day after midterm elections that cost Republicans control of the House, and possibly the Senate, as well. Surveys of voters at polling places said opposition to the war was a significant contributor to the Democratic victory. |

U.S. Web Archive Is Said to Reveal a Nuclear Primer |

Last March, the federal government set up a Web site to make public a vast archive of Iraqi documents captured during the war. The Bush administration did so under pressure from Congressional Republicans who had said they hoped to “leverage the Internet” to find new evidence of the prewar dangers posed by Saddam Hussein. But in recent weeks, the site has posted some documents that weapons experts say are a danger themselves: detailed accounts of Iraq's secret nuclear research before the 1991 Persian Gulf war. The documents, the experts say, constitute a basic guide to building an atom bomb. Last night, the government shut down the Web site after The New York Times asked about complaints from weapons experts and arms-control officials. A spokesman for John Negroponte, the director of national intelligence, said access to the site had been suspended “pending a review to ensure its content is appropriate for public viewing.” |
