Iraq edging toward chaos |

U.S. military commanders assessed two weeks ago that Iraq was edging toward chaos, according to a classified military chart published in the New York Times on Wednesday. The chart titled "Index of Civil Conflict" shows a color-coded bar with "peace" marked on the left and "chaos" on the right. An arrow puts the current situation inside the red area on the far right, much closer to chaos than peace. U.S. commanders have acknowledged violence in Iraq is at its highest level since U.S.-led forces invaded in 2003 and toppled Saddam Hussein, but they have repeatedly said a full-scale civil war can be averted. |

China's highest court must approve all executions under legislation enacted Tuesday, prompting human rights activists to express hope the country will reduce its world-leading use of the death penalty. The amendment to China's capital punishment law follows reports of wrongly convicted people being executed and criticism that the death penalty has been imposed arbitrarily by lower courts. China is believed to carry out most of the world's court-ordered executions, putting to death hundreds, and possibly thousands, of people each year for crimes ranging from murder to such nonviolent offenses as tax evasion. |

The killings of two Americans took the monthly U.S. death toll in Iraq on Monday to more than 100 for the first time in nearly two years, just a week before elections that could cost U.S. President George W. Bush's Republicans control of Congress. Pressure has mounted ahead of the November 7 congressional poll to extract U.S. troops from the bloody turmoil afflicting Iraq since Bush ordered the invasion 3-1/2 years ago. But the Iraqi government, despite open friction with Washington this past week, said it wanted the U.N. mandate extended by a year. |

US Failed to Track Arms |

The American military has not properly tracked hundreds of thousands of weapons intended for Iraqi security forces and has failed to provide spare parts, maintenance personnel or even repair manuals for most of the weapons given to the Iraqis, a federal report released Sunday has concluded. |
